Agricultural Policy, Legal and Regulatory Reform in Moldova
In response to USAID/Moldova’s request for a proposal to extend the Agricultural Policy, Legal and Regulatory Reform (APLRR) activities from Ukraine to Moldova, Abt Associates is implementing the APLRR-Moldova (APLRR-M) activity that will take place over an eighteen (18) month period of time. The APLRR-M activity is tightly focused and time-bound to fully design a fundamental reorganization plan for the Ministry of Agriculture and Food Industry (MAFI). The end result willbe a fully-vetted and comprehensive plan for a complete restructuring of the MAFI, including an analysis of required resources and recommendations for acquiring them.
The Government of Moldova (GOM) and USAID have identified this restructuring as a fundamental step towards facilitating the growth and development of private sector agriculture and agribusiness in Moldova. This restructuring must be accomplished though informed public debate, discussion, and final agreements. Appropriate restructuring of the MAFI is also crucial to revitalizing the overall agricultural sector, and will contribute significantly to the country’s macroeconomic growth. This growth will, in turn, alleviate economic hardship, align Moldova more closely to European countries and markets, and facilitate integration into the global trading economy.
The project has developed a logical strategy to follow the sequential events/results for the plan:
- Develop a MAFI Mission Statement;
- Develop a realistic reorganization plan;
- Develop resource (financial and human) allocation strategy;
- Widely disseminate the final reorganization plan package to the GOM and Moldovan society for public debate and discussion.
